The MSO Competence Assessment Regime
According to the Customs and Excise Department's ("HK Customs") Guideline on the Competence Assessment for MSO, in order to ensure that the senior management of a licensed Money Service Operator (MSO) has a fundamental knowledge of "anti-money laundering and counter-financing of terrorism (AML/CFT)" to duly oversee all aspects of the AML/CFT systems set out for operating the business with a view to effectively mitigating the risks of money laundering and terrorist financing (ML/TF) arising from the business and complying with the statutory and regulatory AML/CFT requirements, MSO license applicants must pass the Competence Assessment. Eligible persons who can join the competence assessment are:
- Sole Proprietorship: Sole Proprietor
- Partnership: Partner
- Limited Company: Director

About Online MSO Mock Exam
MSO Licensees/Applicants are required to pass the Competence Assessment by the Customs to demonstrate that they have enough knowledge to execute AML-CTF. According to the Guidance Notes on the Competence Assessment, the assessment is composed of seven modules. The seven modules are:
- General knowledge on AML/CFT and Counter Proliferation Financing
- Part 1-7 of the Anti-Money Laundering and Counter-Terrorist Financing Ordinance (AMLO)
- Schedules to the AMLO
- Guidelines promulgated by the C&ED
- MSO's systems and controls (i) Institutional governance and strategy
- MSO's systems and controls (ii) AML/CFT control areas
- MSO's systems and controls (iii) Demonstrating and monitoring compliance
We have recently launched the Online Mock Exam for the MSO Competence Assessment to assist them to prepare.
We have prepared five sets of Mock Exam (A, B, C, D and E). Each of them is different and are designed based on the real assessment.
Each set consists of thirty-five multiple-choice questions (35 MCQ). You should aim to finish in 1 hour and 15 minutes, and the passing rate is 70%. You will also have to get 3 of out 5 questions correct in each module in order to pass the Competence Assessment.

1) Under what circumstances should I purchase the MSO mock exam for the Competence Assessment?
If you are an applicant as a sole proprietor, partner, or director of a limited company to renew an MSO license, we recommend you can start preparing the Competence Assessment and doing the mock exams three months in advance.
As if you are newly applying for a MSO license, we highly recommend you do the mock exams after the license application is submitted to the Customs.
2) What is the level of difficulty in the MSO Competence Assessment regime? What is its passing rate?
We consider the MSO Competency Assessment to be about the level of an Advanced Diploma. Applicants with certain academic backgrounds have the advantage understanding the regime, including fields in accounting, business administration, economics, finance, and law.
According to our unofficial statistics, the current passing rate is believed to be less than 50%. The low passing rate could be due to several reasons, including candidates' academic background, lack of preparation, and underestimation of the difficulty of the assessment.
3) How long should I prepare for the MSO Competence Assessment?
We recommend setting aside 5-7 weeks to read the various areas of the Assessment, including Cap. 615 Anti-Money Laundering and Counter-Terrorist Financing Ordinance (for Money Service Operators), and Money Service Operators Licensing Guide, etc.
In addition, we have also prepared a Key Revision Point ("KRP") and four sets of mock exam questions. We recommend setting aside 3-4 weeks to practice them repeatedly.
4) What if I fail the Competency Assessment Test?
Each licensee or applicant has two chances. The Commissioner of Customs and Excise will use the result of Competence Assessment to determine whether the licensee or applicant is a Fit and Proper candidate and whether to grant the license renewal. Therefore, passing the assessment is very crucial.
5) Are the Mock Exams available in Chinese or English?
Both Chinese and English versions are available. All the mock exams include model answers with referencing. Topics are updated from time to time. Please read the content and select the language carefully before purchasing.
6) After purchasing, how long are the mock exams valid for?
The mock exams are valid for 90 days after purchase. You can login, attend, or print out the certificate anytime anywhere during this valid period.
7) Can I print out the Certificate as proof of training?
Yes. At enrollment, you are prompted to enter your personal information. Please ensure you have entered your personal information completely and correctly during this process because your full name will be printed on the Certificates. You are obligated to disclose your true Company Name, Full Name, Title and other information that is requested upon enrollment. Failure to do so shall result rejection of enrollment without any refund.
After finishing the course, you can click the button to receive and print out the Certificate as proof of completing anti-money laundering related training!
8) What is the payment method and the refund policy?
We accept payment by Visa credit card or PayPal. There is no refund after enrollment.
9) What kind of devices are supported?
Our platform can support mobile phone, tablet and computer. Download is not required.
